Can any one tell me the meaning of something in this paragraph?

I want to know the meaning of "newly hard of hearing".

"hard of hearing" means people who don't hear well, so "newly hard of hearing" is referring to the people who went to the soccer matches and had their ears damaged due to the excessive noise.
